The NIST AI Risk Management Framework, the EU AI Act, and New York City's Local Law 144 each presume a named person accountable for AI outcomes, but at mid-market scale a full-time AI officer runs $250,000 to $460,000 in cash compensation before benefits or support staff, so the seat usually stays empty and a committee absorbs the accountability by default. The fractional seat is a standing officer role reporting to the CEO with regular reporting to the audit or risk committee, not a consulting project with a delivery date.
